The Minister of local Government James Musoni has warned of stringent measures against local leaders who impose undefined payments on the people to be offered services.
The Ministers outburst comes following reports that local leaders have the tendency of demanding for a chain of payments which have to be effected before a citizen is given a particular service.
In an interview with newsofrwanda, Francois Mugambira,a local resident from Kicukiro, said that when one wants a form to apply for a travel document, some local leaders use the opportunity to get bribes from helpless local residents.
The payments often demanded for are; Health Insurance, the education fund, night watch fee, payment to the leadership office space among other things.
Mugambira says that all those are good to be paid, however the timing makes it difficult especially with poor residents who often luck the funds.
Meanwhile, in a statement to the media, Minister Musoni, called upon the local leaders to work with extra caution because the Ministry will not hastate to expel indefinitely any leader associated with taking illegal money from local residents.
It is at that level that the media fraternity was urged to objectively report on such misbehaviors to help curb down the vice.
Musoni also urged the public to always pay for the legal required services.
