The Minister for Internal Security, Sheikh Musa Fazil Harerimana has commended the Rwanda National Police for putting in place structures and initiatives aimed at improving the capacity of the force in Rwanda and Africa.
The minister made the remarks while presiding over the graduation of a group of 28 pioneers of the Police Senior Command and Staff course, who graduated on August 25, at the National Police College (NPC) with Master’s degree in Peace Studies and Conflict Transformation.
He said that the police force has come a long way since its formation in the year 2000, when the country was facing a crisis after the genocide in 1994, but has ultimately managed to build its capacity, earning regional recognition; and the graduating personnel are a testimony to this transformation.
“Today, our country exhibit effective structures, competent systems, established institutions and a comprehensive plan to fill the skills gap, and the graduation of Senior command and staff course and PPS is a testimony to this fact,” he said.
The East African Community (EAC) has nominated the National Police College as a regional centre of excellence. The college graduated its first group of commissioners and senior officers, who include 16 Rwandans, are from 12 African countries such as Burundi, Uganda, Tanzania, Djibouti, Zambia, Kenya, Somalia, Ghana, South Sudan, Sudan, and Ethiopia.
The Inspector General of Police (IGP), Emmanuel Gasana urged the graduates to effectively use skills and knowledge acquired so as to implement measures that have been undertaken to ensure national safety, security, peace and prosperity in Rwanda and the continent.
He underscored that the establishment of this police college and the police senior command and staff course is the product of the national grand vision for transformation and self reliance and a value addition to reshape policing on the continent.
On behalf of the government, the Minister of Education, Dr Vincent Biruta, pledged support to the forces through capacity building and skills development to ensure that the forces operate effectively.
