 The director of Kigarama Technical School, Jean Pierre Uwizeye has said that tourism department introduction will help Ngoma district in executing the performance contracts.
 Since Ngoma district pledged to build a three star hotel in 2012-2013 performance contracts, it will corporate with the hospitality department for the easy implementation of the plan, he explains. 
Uwizeye adds that Tourism department was introduced after the school was changed from a secondary school to the technical school. 
Uwizeye expresses: “Looking at the development performance contracts and the departments that have been introduced in this school, we are a focal point in the implementation of these projects,” 
The tourism introductory at Kigarama technical school will modernize tourism and help in equipping the students with the professional skills,
 Aphrodise Nambaje, Mayor of Ngoma district stresses: “You will be employed in these Hotels and you will work to develop them as you will be professionals. I dream of Ngoma as a highly developed town in Rwanda.” 
Ngoma is one of the undeveloped districts in Eastern Province and pledged to build to build the first three-star hotel and to develop Sake and Mugesera Lakes to improve tourism.



Rwanda : African journalists meet in Cairo


African journalists from 10 countries are meeting in Cairo-Egypt for an advanced course in media, where they are being given professional skills to do a better job by covering African and global stories objectively.
According to some of them, this is an opportunity to interact with their colleagues and exchange notes for better performance.
For three weeks now, African journalists from 10 African countries are in Cairo – Egypt for an advanced training in media. They are being facilitated by Egyptian media experts on how to professionally do their job better by objectively covering stories regarding Africa and the globe. According to one of the journalists from Nigeria, Mukhtar Abubakar, this is an opportunity to exchange notes with colleagues.
Yamikani Lanjesi from Malawi works for Radio Malawi, he says that African countries have many in common that binds their relationship, indicating a street in Malawi named after Paul Kagame the Rwandan Head of State.
Felicia Problehim is a journalist from Liberia; hails the good relationship between Rwanda and Liberia’s female president Johnson Sir Leaf.
According to the journalist from Mozambique Edourdo Figurao, they were astonished by the recent murder of the Rwandan Citizen whose body was found at the shores of the ocean following a prolonged peace under the leadership of the ruling party FRELIMO.
The late Maj. Gen. Fred Rwigema who is high on Heroes list in Rwanda is said to have participated in the liberation struggle in Mozambique which brought into power Frelimo party ousting the Portuguese colonialists.
However, the Sierra-Leon Journalist, Andrew Jonathan Smith expressed his appreciation for having brought to justice some top army officers from his country who committed atrocities during the war in Sieraleon  , who some of them are serving their sentences in Rwanda.
Similar good diplomatic relations between  African countries was expressed by journalists from Ethiopia whose late Prime Minister Melez Zenawi was decorated with medals by the Rwandan Gov for having played a key role in stopping Genocide and Liberating Rwanda

Rwandans Urged To Embrace Land Development Programs


Stanslas Kamanzi, Minister of Natural resources has urged Rwandese to participate in developing land and conserve the environment.  
This was resolved on November 6th 2012 during the meeting that gathered Southern Province leaders, Armed forces and police in districts and environment protection officials in Muhanga district.
The Minister asserted: “if land is not cultivated, then it should be a forest. There is no need of having un developed pieces of land.”
“Swamps should be cultivated as well instead of just lying idle,” he adds.
The minister of natural resources highlights that leaders and all Rwandese should embrace land development for sustainable development.
Minister Kamanzi asked them to imitate South Korea which was hilly and had swamps, but land was developed in a short time because South Koreans embraced afforestation and village settlement programs.
Governor of the Southern Province, Alphonse Munyentwali points out that “some places are called forests yet they are almost void of trees. If they are forests, let trees be planted in plenty.”
Minister Kamanzi calls upon all Rwandese to conserve the environment fighting land degradation like soil erosion and others.

 Having realised Rwanda’s urge for better system to enhance social services and favourable environment for ICT; Global Voice Group (GVG) and SociĂ©tĂ© GĂ©nĂ©rale de Surveillance (SGS) have confidently declared that the International Gateway Traffic Verification System (IGTVS) has started to fully operate in the country.
IGTVS was commissioned by the Rwanda Utility Regulatory Agency (RURA) for regulatory improvement earlier 2012, due to a continuous growth of numerous institutions and systems in technology, communication and infrastructure network which are highly advancing in the country; according to reliable information revealed on 8th November 2012.
The Rwanda Utility Regulatory Agency (RURA) had successfully issued an International tender in a procurement process that began November 2011 for a system in which there would be an effective exercise of their regulatory mandate along with enhancement of technical capacity.
After the tender was issued, the winner was a syndicate made of GVG and Switzerland-based leader in inspection and verification services, Société Générale de Surveillance (SGS), both sector members of the International Telecommunication Union (ITU).
The group entered into an agreement with the RURA in March 2011 to implement a comprehensive data solution that would allow the latter to independently audit and monitor the networks in the country for many reasons including: traffic measurement, accurate billing, and quality of service assessment, market surveillance, interconnection dispute resolution, and fraud management. The main aim here is to capacitate the ‘technical knowhow’
‘The right time for needed capacities and clear visibility’
Mr. Regis Gatarayiha, the Director of RURA says: the International Gateway Traffic Verification System really came at the right time and provided the capabilities needed to have a clear visibility on the international calls being terminated in the country. “We have already seen the benefits it brings to us as a regulatory and to Rwanda in general, only three months after the successful implementation”.
The Republic of Rwanda and its regulatory authority adopt a proactive approach to regulation based on ICT tools and real-time data collection as it implements the IGTVS. As part of a broader modernization process of governance, a growing number of telecom regulators are following or envision following the path opened by Rwanda and other African countries.
The IGTVS is expected to generate significant additional revenue for both the State and the local operators especially that the ICT platform is used to monitor and enforce compliance with Rwanda’s Regulations pertaining to domestic and international interconnections.
The new platform also empowers the RURA to effectively intervene in two key areas: the elimination of fraudulent grey traffic and the overall improvement of the quality of service delivered to end-users in Rwanda.
 Rwanda is “the third easiest place to do business” -World Bank ranking
In the Sub-Saharan African countries, Rwanda is ranked as the third easiest place in which to do business and as the best performing country in East Africa; according to the 2013 World Bank Doing Business Report.
The country achieved this high ranking by consistently developing a regulatory environment that is favorable to the creation and operation of new businesses in the country. A number of these important reforms were brought about through Information and Communication Technologies (ICTs), such as the regulation on interconnections that led to the present IGTVSimplementation.
Highlights on GVG and SGS
GVG was established in 1998 with aim to develop and implement interconnection management platforms specifically designed with the telecoms regulators in mind. Its advanced traffic and fraud management systems are currently being used successfully in seven countries.
On the other hand, SGS is the world’s leading inspection, verification, testing and Certification Company. It is recognised as the global benchmark for quality and integrity. There are over 1,350 offices and laboratories around the World, a network in which SGS employees more than 70,000 people.

Youth match in peaceful demonstration against gender-based violence
Bugesera district has commenced a week of fighting gender based violence to enable residents participate in the struggle against this violence.
This week is meant to begin sensitization in all sectors of Bugesera district so that residents participate in designing measures to avert gender-based violence.
“This is just the beginning of making residents embrace and be part of the fight,” explains Julius Rukundo; vice mayor for economic affairs in Bugesera district.
“This campaign started in Nyamata district at district level but will extend to other sectors of the district,” the vice-mayor adds.
Participants of the demonstration were briefed on the types of gender based violence and its impact on the Rwandan society currently.
Yvonne Nyirimana, a participant says that all residents should participate in unveiling injustices made to children and parents.
“I have learnt a lot especially through plays that portrayed how parents commit injustice to their disabled children and how spouses violate their partners’ rights on inheritance,” she adds.
Sensitization that includes peaceful marches will entail different talks, where the national police will be explaining on the gender based violence and devising means together with residents to prevent it.
Gender-based violence fighting week gathered secondary school youths, teachers and other residents that marched from Nyamata town to Bugesera youth centre.

KIST Students community together with the Management organized a concert named ‘’Our Own Steps towards a Brighter Future”.
The concert was organized in conjunction with the ongoing KIST fundraising campaign project on Girls’ Empowerment to pursue science and Technology project, a development initiative with the aim of collecting funds for the construction of a Hostel to accommodate female students at the KIST campus.
The hostel is thought to be a facilitation to increase the number of female students enrolling for science and Technology with safe and decent accommodation.
The fundraising concert was attended by invited guests, KIST Management, students and Rwanda musician and celebrities.
The fundraising concert raised the amount of money equivalent Rwf821, 000. The Rector of KIST Dr. Jeanne d’Arc Mujawamariya appreciated to the student community especially Miss KIST 2011 for organizing this concert to support girls’ Female Hostel Project.
Mujawamariya said that girl empowerment in KIST is essential because their potential has been shown in the way they lead in all the beauty contests.
The project which is expected to cost Rwf 1.7 billion is aimed at addressing the acute shortage of accommodation facilities at the institution for female students.
Currently, KIST has over 3,000 students and among these, over 700 are females and most of them are accommodated outside the campus.
According to the Rector of KIST Dr. Jean d’ Arc Mujawamariya, they came up with the project to ensure the security of the female students.
She says that there have been consequences associated with the girls residing outside the main campus such as lack of enough security. She added that the project is also in line with the promotion of the girls’ education.
Information from KIST administration shows that over 2,000 students are accommodated by their guardians while others rent private hostels outside the institution’s premises.

Rwanda : Huye market introduces a Radio Station


With the introduction of radio station working in Butare Town Market, it has created hope to traders in the market. Hope radio station which started airing on the 5th.Nov.2012 only in the market and its sole aim is to advertise the goods of the traders in the market; communicate different services and give hope to people in the market.

Laurent Cyamatare the director of this radio station who is also a presenter says the radio starts broadcasting by 7:00am and closes by 8pm when all traders have closed all their shops.

Cyamatare says this radio station was introduced after seeing the need for communication between clients who come to the market and traders in the market.
“We also need some profit from this radio but the main aim of the radio is to advertise goods of the traders in the market and even their clients who come looking for them to know where to find them easily”.
Apart from advertising services, this radio station will be playing music, airing different programs like news and sports news. They will also be discussing about different prices in the market and it will be used for announcements.
Concerning the price for advertising on this radio, Hope radio station started with asking price of Rwf60.000 to air the advert every day for 3 months but this price is liable to change depending on the understanding between the advertiser and the radio station.
Though this radio was received with much joy by traders in the market, traders who work nearby its operating area are uncomfortable due to the noise it makes for them making it difficult to bargain with their clients. “Even taking to a person on a mobile telephone necessitates you to move to a distance, it is really uncomfortable” says one of the traders.
