The International Criminal Tribunal for Rwanda (ICTR) has handed over to Rwanda the case files of Rwandan genocide suspect, Ladislas Ntaganzwa.
ICTR Chief Prosecutor, Hassan Bubacar Jallow handed over the paperwork to Rwanda’s deputy prosecutor general Alphonse Hitiyaremye , this May 25, 2012 in Kigali.
Ntaganzwa is the Ex-Mayor of Nyakizu commune in former Butare province, and is accused of participating in the genocide agaisnt the Tutsi in 1994. He is charged with committing genocide, planning the genocide, inciting people to comit genocide and crimes against humanity.
The ICTR has so far transfered some case to Rwanda. These inlude: Jean Uwinkindi, Fulgence Kayishema and Charles Sikubwabo- and many others still in the pipeline. http://www.youtube.com/watch?v=CljUamRurqw
Some of these suspects have not been arrested, but upon their arrest they will be tried by Rwandan courts for their roles in the 1994 genocide against the Tutsi.
Hassan Bubacar Jallow said at the hand-over ceremony that Rwandan courts have fullfilled international standards required to handle such cases and he has confident on Rwandan courts to can try all these cases.
The ICTR is also anxiously working around the clock, to nab some of the main genocide suspects, ahead of the July, 2012 deadline when the cuort become a residual UN court. Some of the cases include: former businessman, Félicien Kabuga; former minister of justice, Augustin Bizimana; and Major Protais Mpiranya- who was in charge of the presidential protection unit in Juvenal Habyarimana’s government.
The supreme court of Rwanda has apparently managed to acquire Video-Tele-Conference (VTC) facilities that will facilitate the effective and expeditious delivery of justice of such cases as the Kigali government continues to bid for possession of genocide archives and demand for the arrest of the other fugitives.
