Nyarugenge district to improve conditions of genocide survivors


Genocide commemoration
Nyarugenge district on Wednesday commemorated the 1994 Genocide against the Tutsis at Nyamirambo regional stadium. Among the issues during the debates were the construction of the remaining houses for widows and orphans of the Genocide and the failure to implement decisions taken by by Gacaca courts in June 2012 related to property.
“There is no doubt about what we have so far achieved, however there are 70 more houses that remain to be constructed for widows and orphans,” said the head of Ibuka in the district, Gilbert Rutayisire Masengo. He suggested that they could be located in Nyamirambo.
According to Rutayisire, this will allow the widows and orphans concerned to in developmental programs.
In reply, Senate vice-president Jeanne d’Arc Gakuba promised that by next year, genocide survivors will be properly settled because, she agreed with the Ibuka head, this is how they will be empowered towards self-reliance, in accordance with the 19th commemoration theme.
315 families have already been accommodated and last year, 100 houses were constructed for Genocide widows and orphans in the district. In addition, Gakuba said the district authorities plan to renovate 30 houses this year in addition to the 70 to be constructed by early next year.
Rutayisire also complained about the fact that 80% of property disputes that were supposed to have been settled by Gacaca courts were still pending, and as a result these cases are now introduced in Intermediate Courts.
In this respect, Gakuba pledged that the government through its relevant institutions will follow up the implementation of property disputes that were legally concluded.
